CHINESE CURRENCY LOAN.

I have the honour to enclose the Official Minutes

of the Conference held at Berlin on the 23rd September,

when the Report of the Expert Committee was unanimously

adopted and the Chinese Programme of Currency Reform

approved by the representatives of the British, French,

German and American Banks,

The Conference also agreed unanimously to

nominate Dr. Vissering, President of the Java Bank, as

Financial Adviser for presentation to the Chinese

Government by the United States, with, it is hoped, the

concurrence of H. M. Government and the other PowerS.

The decision of the Conference is to be

communicated to the Chinese Government on the 14th October

next.
